First-time roof replacements on South Hill, done under Pierce County rules

South Hill is unincorporated Pierce County above Puyallup, and a quarter of its homes were built in a single decade. Those roofs are now coming up on their first tear-off.

Roof replacement midway on a South Hill house

Short answer

South Hill is unincorporated Pierce County, so reroofs here fall under county rules, not the City of Puyallup's. That matters because 25.5% of South Hill's homes went up from 2000 to 2009, and many of those first roofs are now nearing their first tear-off. We replace them and fix the attic venting behind them.

What we look for on a first tear-off from the 2000s

A roof installed between 2000 and 2009 is the original on most South Hill houses, and its first replacement is a chance to correct what the builder rushed. Before quoting, we check whether the shingles are early architectural or three-tab, whether the decking is OSB with swelling at the edges, and whether the starter course at the eaves was actually installed.

Builder roofs also tend to vary in the small parts. Look at the pipe boots: rubber collars around plumbing vents crack after years of sun and let water run down the pipe. Check the valleys for packed debris. Inside, look for dark stains on the underside of the decking near the eaves, which point to poor intake rather than a leak.

Most of these houses do not need anything unusual, just a careful tear-off and replacement that fixes the details. We would rather spend an hour in the attic than guess.

Why the attic decides how long the next roof lasts

Many houses from the 2000s were built with box vents on the roof and soffit vents partly blocked by insulation. When intake is choked, warm wet air from the house condenses on the cold underside of the roof deck in winter. You see it as frost on nail tips, drips on a cold morning, or stained decking that looks like a leak but is not one.

During a reroof we can switch to a continuous ridge vent and clear the soffits with baffles so air enters low and leaves high. We also check that bath fans vent outside instead of into the attic. Our guide to telling condensation from a leak walks through what to look for before you call.

Permits and paperwork for a South Hill reroof

With 64,708 residents, South Hill is larger than Puyallup or Lakewood but has no city government, so permits come from Pierce County. The county needs no building permit to reroof a home or garage steeper than 2:12 when the coverings total 7.5 pounds per square foot or less. Replacing sheathing is not part of that exemption.

South Hill is 70.6% owner-occupied, and most owners we meet plan to stay. That shifts the conversation toward shingles and ventilation that suit a long stay, not just the lowest number on the page. Confirm current county rules with Pierce County before work starts; we will tell you what we see on your roof.
